First of all, please allow me to express my gratitude, for the support and recognition so generously granted to me, by the citizens of Taoyuan City; without which I could not attempt to achieve the vision of¡§Beautiful Taoyuan ¡V Joyful City¡¨!
From this moment on, being sworn in as the 10th mayor, heavy burden accompanies the honor. I fully realize expectations of 380,000 fellow Taoyuan City residents; I shall give my utmost effort for the coming 4 years! I hereby solicit total cooperation from my colleagues, both at the city council and the county government, in order to ensure reaching the goal of a futuristic Taoyuan City; evermore convenient, prosperous, safe, comfortable, and culturally vested! Following political ideal of ¡§Superior County Life Quality¡¨ dawned by Taoyuan County Magistrate, Mr. Zhu Li-Lun, and blessed with solid foundation diligently built by my predecessors (ex-mayors Mr. Chen Zong-Ren and Mr. Chen Zong-Yi), I am very confident to promote following activities, endowing Taoyuan City to become better than ever!
Elevate overall quality of life
1.Developmental equilibrium for all Taoyuan City areas:
¡@Assisting the advocacy of plans such as:¡§Zhong-Zheng District¡¨,¡§Jing-Guo District¡¨, and¡§Zhong-Fu Project¡¨; improving landscaping around Dai-Shu-Lin region, instigate city development evenly distributed throughout the entire city, as well as push forward the relocation of local oil refinery.
2.Reinforce competitiveness of local commercial circles:
¡@Molding brand new markets - Ridding of dilapidated traditional looks and operations; install transformations in uniqueness, characteristic, exterior appearance, and historical value. Aggressively coordinate and implement encompassing metropolis overview.
3.Build effective natural disaster prevention and emergency rescue mechanisms
¡@Ameliorate local sewage system; eradicate flooding in low valley areas; establish EMS crisis center - Dealing with calamities¡§head on¡¨. Locate necessary funding for setting-up local Pu-Zu Fire-Fighter Sub-Divisional force.
4.Actuate a¡§mobilized¡¨ Taoyuan City:
¡@Requesting for financial assistance from the Ministry of Interior, to install wireless broadband network, allowing citizens to surf the internet¡§wherever and whenever¡¨; popularize applications of E-Communication.
Synthesizing local humanities and culture
1.Increase total number of local academic institutions for convenient and widespread education:
Establishing municipal junior/senior high schools within the Zhong-Lu District; shorten daily schooling distance and evenly distribute school sectors.
2.Create additional public playgrounds:
¡@Expand communal sport and recreation sites; reinvigorate existing cultural space and provide for superior quality of leisure time activities.
3.Senior citizen experience, put to better use:
¡@Establish local senior citizens wisdom bank. Lean on knowledge and power of the¡§retired silver-hair group¡¨, hold cultural and educational events; dawning of brand new cultural imaging for Taoyuan City.
Instigate efficient public safety protection network
1.Communal security without¡§dead angles¡¨:
¡@Conduct research and investigation, vis-a-vis heavily concentrated areas of public crimes; implement surveillance rounds at crucial points, strengthen relevant policing strategies, clarify¡§vague and grey zones¡¨ and remove potential opportunities for committing malicious acts.
2.Total and complete control over known public safety¡§black-spots¡¨:
¡@Using advanced electronic and digital tracking systems, tighten mutual links between stores and neighborhoods; allowing¡§zero¡¨escape for bad-doers.
3.Revitalize bi-lateral cooperation between local police force and inhabitants:
Fortify coordination between police and citizens; elevate function of communal patrol teams, provide for comprehensive domicile security. In addition, hold public safety forums; granting open channel exchanges between concerned parties, ensuring for close-knit assistance.
Loving and caring social welfare network
1.Comprehensive in-house care system for senior citizens:
¡@Mobilizing all available communal resources and provide for EMS assistance for senior citizens; establish volunteer task force, making periodical house calls and visits. Provide for free public health and hygiene consultation upon request.
2.Gradual decrement of local unemployment ratio:
¡@Clustering of public and private strength, optimize vocational opportunities and minimize unemployment rate. Guide middle-age unemployed citizens toward occupational transference. Provide more jobs to families within low income bracket; avoid potential social mishaps due to unemployment.
